December 2008, <o:p></o:p></p>
<p class=MsoPlainText>responsible for leadership programs for senior leaders in

<p class=MsoPlainText>service, analysis of innovation in public management and
international <o:p></o:p></p>
<p class=MsoPlainText>partnerships. Prior to this appointment James served as
Vice President <o:p></o:p></p>
<p class=MsoPlainText>of Individual Learning at the School and as Special
Advisor to the <o:p></o:p></p>
<p class=MsoPlainText>President responsible for leading the School through the
Horizontal <o:p></o:p></p>
<p class=MsoPlainText>Review of Human Resources Central Agencies. Before that,
James worked at <o:p></o:p></p>
<p class=MsoPlainText>Environment Canada as Director General of Policy and
Corporate Affairs <o:p></o:p></p>
<p class=MsoPlainText>responsible for managing the national reorganization of
the <o:p></o:p></p>
<p class=MsoPlainText>Meteorological Service of Canada. James has also worked
in Human <o:p></o:p></p>
<p class=MsoPlainText>Resources Development Canada, the Privy Council Office
and the Canadian <o:p></o:p></p>
<p class=MsoPlainText>Human Rights Commission. Prior to his career in the
public service James <o:p></o:p></p>
<p class=MsoPlainText>taught economics and political science in public and
private schools in <o:p></o:p></p>
<p class=MsoPlainText>the UK and Canada.<o:p></o:p></p>

<p class=MsoPlainText>non-profit Boards including Royal and Sun Alliance
Insurance Company, <o:p></o:p></p>
<p class=MsoPlainText>Johnson Inc. and Unifund Insurance of Newfoundland, the
Lawyer’s <o:p></o:p></p>
<p class=MsoPlainText>Professional Indemnity Insurance Company and CODE, an

<p class=MsoPlainText>devoted to promoting literacy in developing countries. He
